How to Complain to Etsy (UK)
Etsy says buyers should first contact the seller through Help with Order, and can open a case if the seller does not respond within 48 hours or cannot resolve the problem. It says cases can cover items that never arrive, arrive late or damaged, or do not match the listing, and that it usually resolves them automatically, investigating further where needed.

When You Can Escalate
After 48 hours without a seller response or resolution; cases must be opened within the eligible timeframe based on the estimated delivery date source
Who You Are Buying From
Trader or Private Seller
Your rights depend on whether the seller is a trader or a private individual, not on the website. Traders must make clear that they are businesses. source
Buying from A Business
Buying from a business: goods must be of satisfactory quality, as described (including in the listing and marketing material) and fit for purpose. This applies to used goods as well as new, and you can seek a refund, repair or replacement. source
Online Trader Rules
Online traders must state payment and delivery costs clearly and offer a 14-day cooling-off period, though you may have to pay return postage unless the item is faulty. source
Buying from A Private Seller
Buying from a private seller: only the 'as described' requirement applies. Unless the description was misleading, you generally cannot demand a refund because you are unhappy with the purchase or it has a problem. source
Private Seller Descriptions
A private seller cannot misdescribe an item, but can leave out information. If the item does not match the listing's photos, you may have grounds for a refund even from a private seller. source

Good to Know
Small things that make your complaint stronger.
Etsy's buyer policy describes sellers as running independent shops with their own return policies, and says Etsy is a marketplace facilitator rather than a direct party to the transaction. The pages read did not name an external ombudsman or ADR scheme.
Complain to the retailer that sold you the goods, not the manufacturer. Your contract is with the seller.
Under the Consumer Rights Act 2015 you have 30 days to reject faulty goods for a refund, and up to 6 months in which a fault is presumed to have been there from the start.
If you paid by credit card, think about a Section 75 claim. For debit cards, a chargeback.
