Local Government and Social Care Ombudsman

Free, within 12 months

Free and independent.

More detail

Complain to the council first and usually go through all stages of its process. The Ombudsman thinks a council should normally respond within 16 weeks. It is free, and it usually cannot look at a complaint if more than 12 months have passed since you first knew about the problem.

From the council's own complaints page: Bradford Council says to contact the department first. A formal stage 1 complaint should get a response within 20 working days; at stage 2 its Complaints Unit can carry out an independent review, and formal investigations should be answered within 65 working days. It normally does not accept complaints more than 12 months after the problem.

Read on the council's complaints page, checked 15 October 2026. Check it again before you complain, as councils change their process.
